| Are You in Compliance? |
You must be able to answer YES to be able to vote at the HOD meeting at the 30th Annual Symposium. Your chapter must be in compliance with AMDA's bylaws to have voting delegates. This means that the national office must have the following items on file by Friday, January 26, 2007.
- Current state chapter bylaws
- Current state chapter membership list
- Annual report for each chapter (meeting minutes, chapter activities, dues structure, etc.)

The State Chapter Working Session will take place on Wednesday, March 28, 2007, from 5:00 pm to 8:00 pm and the State Presidents' Council Business Meeting and Breakfast will be held on Saturday, March 31, from 6:30 am to 8:00 am.
As always, we are asking that you submit any agenda items in advance for consideration. Please e-mail policy issues to Gaby Geise. If the items are regarding membership or general administrative issues, then send e-mail to Kris Bieg . The deadline for submitting agenda items is January 5, 2007. |

Message from AMDA's House of Delegates Chair
Good news: This article will help you steer AMDA toward goals you value.
Bad news: It is about resolutions, parliamentary procedure, and meeting structure.
Many of you will represent your state chapter at the 2007 AMDA House of Delegates. Some of you will
have the foresight to submit resolutions about serious issues in long term care. Each resolution that we bring to the HOD helps AMDA respond to your needs. The Resolution Committee will review them before we meet in Florida and offer constructive advice to help make them appealing and implementable.
When we meet in Hollywood, FL, we will consider all of the resolutions from the membership and from the board. Having several states sponsoring your resolution adds credibility, and you get constructive review from your colleagues. You may also run them by me at e-warren@att.net
"The Standard Code of Parliamentary Procedure" by Alice Sturgis will govern the HOD deliberations. It is simple and straightforward. It is the choice of many major medical organizations, including the AMA. Purchase your own copy and read it once. I have asked Verna Sellers, MD, of Virginia to be our Parliamentarian and to help me stay on track. We will be glad to answer any questions you have about procedure.
There are several problems that clog up otherwise finely tuned meetings. First of all, motions come in a certain order. For example, a main motion must be moved and seconded before it can be amended or referred. A summary of motions, their order, vote required, debatability, and amendability will be in everyone's delegate packet. It will be my job to help keep each motion in order. If I err, then you can rise and call for a "point of order". I will listen and we will decide how to proceed.
In Sturgis, the motion to "postpone temporarily" (or table) is handled in a special way. It requires a second, is not debatable, is not amendable, and applies to the main motion as usual. It requires a majority vote in most situations. If there is no motion to "resume consideration" during the same meeting, then the resolution is effectively killed. This allows a bare majority to prevent debate on an issue. Normally motions to limit debate require a 2/3 vote to pass, so Sturgis asks the Chair to determine if both sides have been heard. If they have not, then the motion to "postpone temporarily" also requires a 2/3 vote.
A motion that often needs fine-tuning is the motion to "refer to the board". This motion can be fleshed out in several constructive ways. It could be to "refer to the board for study and report back". The time for reporting back could even be specified. If the issue is urgent, then the motion could be to "refer to the board for action" in which case the board would study the issue and take action based on their findings. There would be a report at the next annual meeting about the actions taken. If you do not flesh out your motion to refer, then I may prompt you to provide those details, so be ready.
