Alva "Buzz" Baker, MD, CMD, Chair of the House of Delegates called the meeting to order, at 12:00 noon.

Upon motion duly made and seconded, the Agenda for the meeting was approved.

Dr. Baker publicly thanked the Resolutions Committee for their work. Dr. Baker also thanked the Nominating Committee for their work.

Keith Rapp, MD, CMD, Chair of the Nominating Committee, presented the slate of officers for election:

There were no nominations from the floor. Nominations were closed.

Speeches by the candidates followed.

The House recessed at 1:00 PM to reconvene on Saturday, March 8 as planned.

The Chair reconvened the meeting at 4:00 pm on Saturday, March 8, 2003. One Hundred Fifty-Three delegates were seated, and a quorum of 124 delegates was present throughout the meeting.

Jacob Dimant, MD, CMD, Immediate Past-President, acknowledged and thanked outgoing Board members Mario Cornacchione, MD, CMD; Kerry Cranmer, MD, CMD; and Leonard Gelman, MD, CMD.

Dr. Baker welcomed first-time delegates to the meeting and announced the agenda items.

The ballots were collected and counted. Upon motion duly made and seconded, the election of officers took place.

Upon motion duly made and seconded, the minutes of the 2002 House of Delegates meeting were accepted.

Dr. Baker introduced the 2003 Resolutions Committee. Sharon Mead, MD, CMD, Chair of the Resolutions Committee, thanked the House of Delegates and the Resolutions Committee for their work. She gave the committee's report and presented each resolution by reciting the resolved clauses.

Proposed Bylaws Amendments:

Removal of Publications Committee and Replace with Communications Committee (Article XI, Section 2)

Upon motion duly made and seconded, the bylaws amendment passed.

Clarify Complaint Procedure (Article XVIII, Section I)

Upon motion duly made and seconded, the bylaws amendment passed.

Proposed Resolutions, Position Statements, & White Papers:

A03 - Role and Responsibilities of the Medical Director in the Nursing Home

Upon motion duly made and seconded, the resolution was passed.

B03 - Salary for President of AMDA and Possible Stipend for Officers

Upon motion duly made and seconded, the resolution was passed.

C03 - Recycling of Nursing Home Drugs

Upon motion duly made and seconded, the resolution was passed as amended.

D03 - Promoting Standardized Medication Packaging Requirements in LTC

Upon motion duly made and seconded, the resolution was passed as amended.

E03 - Role of the Attending Physician in the Nursing Home

Upon motion duly made and seconded, the resolution was passed.

F03 - Position Statement on Pharmacy Physician Relations and Appropriate Prescribing for LTC Patients

Upon motion duly made and seconded, the resolution was passed.

G03 - Revised Mission Statement

Upon motion duly made and seconded, the resolution was passed.

H03 - Position Statement on Declaration of Death

Upon motion duly made and seconded, the resolution was passed.

I03 - The Use of Automatic External Defibrillators for the Chronic LTC Resident

Upon motion duly made and seconded, the resolution was defeated. It will be sent back to the Board of Directors for further consideration.

J03 - White Paper on Surrogate Decision-Making and Advance Care Planning in LTC

Upon motion duly made and seconded, the resolution was passed.

K03-L - Utilization of Assistive Technology to Enhance Communication Skills of Residents in LTC

Upon motion duly made and seconded, the resolution was defeated.

L03-L - Comfort and Dignity in Nursing Facilities

Upon motion duly made and seconded, the resolution was defeated.

Dr. Baker announced the results of the election. The House elected:

Vice President David Smith, MD, CMD
Treasurer Leonard Gelman, MD, CMD
State Presidents Council Representative Morris Kutner, MD, CMD
House of Delegates Representative Catherine Zofkie, MD, CMD

AMDA President James Lett, II, MD, CMD, thanked Dr. Dimant for his service to AMDA. He also stated that he looked forward to serving as president for the next year.

Dr. Baker thanked the House of Delegates Parliamentarian and AMDA staff for their service.

The meeting was adjourned at 6:30 pm.
